Home Renovation Rebate and EfficiencyBC Program

These rebates are available for upgrades installed and pre-retrofit evaluations completed on or after September 28, 2018. If you completed a pre-retrofit EnerGuide home evaluation, visit the Home Renovation Rebate Program (HRR) for available rebates.

BC Hydro, FortisBC, and the Province of BC have collaborated to provide rebates for implementing energy efficiency upgrades. The Program is available to single family homes, mobile homes on a permanent foundation, and side-by-side duplex, or row homes that are primarily heated with electricity, natural gas supplied by FortisBC, oil, or propane. The Program launched as part of the Province of BC's clean growth strategies for clean, efficient buildings.

It is your responsibility to read, understand, and meet the eligibility requirements by reviewing the Program's terms and conditions before you start your energy efficiency upgrades. 

Rebates Available

Rebates for individual upgrades that do not require a pre- and post-retrofit EnerGuide home evaluation. 

  • Two Upgrade Bonus - $300 for installing two or more bonus-eligible upgrades
  • Insulation - up to $5,500
  • Ductless Heat Pump - up to $3,000 - some municipalities offer top-ups to this rebate
  • Central System Heat Pump - up to $3,000 - some municipalities offer top-ups to this rebate
  • Electric Heat Pump Water Heater - up to $1,000
  • Combination Space and Water Heat Pump - up to $3,000
  • Natural Gas Furnace - up to $700
  • Natural Boiler or Combination Space and Water Heat Pump - up to $1,200
  • Natural Gas Water Heater - up to $1,000
  • Natural Gas Fireplace - $300 per fireplace
  • Windows and Doors - up to $2,000 

If you would like to count these upgrades towards the Home Energy Improvement Bonus, you must install them after your pre-retrofit EnerGuide home evaluation. 

Rebates and Special Offers that do require a pre-and post-retrofit EnerGuide home evaluation:

  • EnerGuide Home Evaluation Rebate - $300 for having both a pre- and post-retrofit energy evaluation. Some municipalities offer a $150 top-up to this rebate. 
  • Home Energy Improvement Bonus - install three or more bonus eligible upgrades between your pre- and post-retrofit EnerGuide home evaluation and receive $20 per percentage reduction in your EnerGuide Rating.

Application and Deadline Requirements

All applications must be submitted with supporting invoice documentation. Some upgrades may also require supplementary documentation. See sample invoices. You may wish to provide your contractor with these samples to ensure each item outlined is clearly indicated on your invoices. 

Be sure to make photocopies of any forms or invoices you're submitting to the HRR and EBC Program and keep them on file. If you are applying for the Home Energy Improvement Bonus or the EnerGuide Home Evaluation Rebate, the energy advisor will need to see your invoices when completing your post-retrofit evaluation in order to submit your Energy Advisor Supported Rebates form. 

Individual Rebates:

  • You must submit your application form(s) to the HRR & EBC Program within 6 months of the invoice date of your upgrade(s). It is your responsibility to ensure the HRR & EBC Program receives your application form and supporting documentation within this deadline. City Green and energy advisors working with City Green do not complete this form for you and take no responsibility for ensuring it is received by the deadline. 
  • You can submit multiple application forms for different upgrades (e.g. if you need to apply within your 6 months deadline for some upgrades before other upgrades are finished).

Home Energy Improvement Bonus and EnerGuide Home Evaluation Rebate:

  • You must complete 3 or more bonus-eligible upgrades and your post-retrofit evaluation within 18 months of your pre-retrofit evaluation and submit your application form within 6 months of your post-retrofit evaluation. 
  • Your energy advisor will complete and submit an Energy Advisor Supported Rebates form after your post-retrofit evaluation.
  • It is your responsibility to ensure that your post-retrofit evaluation is scheduled within 18 months of your pre-retrofit evaluation to ensure your application form and Energy Advisor Supported Rebates form can be submitted within your deadline.

Home Renovation Rebates (HRR)

Home Renovation Rebate (HRR) Program

These rebates are available pre-retrofit EnerGuide home evaluations completed before September 28, 2018. If you complete a pre-retrofit evaluation or install upgrades on or after September 28, 2018, visit the Home Renovation Rebate and EfficiencyBC Program for available rebates. 

Improve the comfort of your home and reduce your energy bills by implementing energy efficiency upgrades. BC Hydro and FortisBC (the Program Partners) are providing rebates for energy saving upgrades to single family detached homes, mobile homes on a permanent foundation, and side-by-side duplex or row homes in BC that are primarily electrically or gas heated. Homes heated with piped propane supplied by FortisBC are also eligible. 

A summary of the HRR Program is provided below. It is your responsibility to read, understand and meet the eligibility requirements by reviewing the Program’s terms and conditions.

Rebates Available

Refer to the HRR Rebate Table for a complete list of available rebates. Note, that you cannot apply for individual upgrade rebates under the HRR program anymore. 

Rebates for Energy Advisor Supported Upgrades that do require a pre- and post-retrofit EnerGuide home evaluation:

    • Draftproofing - up to $500
    • Bonus Offer - $750 for completing three (3) or more bonus qualifying upgrades, that can be found on page 2 of the HRR rebate table. 
    • Energy Coach Home Evaluation - $150 for having a pre- and post-retrofit EnerGuide home evaluation. 

* If draftproofing work was completed before September 28, 2018 (as determined by the date on the draftproofing invoices and receipts) you can access the individual rebate of up to $500. If the draftproofing work was completed after September 28, 2018, you cannot access the up to $500 draftproofing rebate. However, as long as your pre-retrofit EnerGuide home evaluation occured before September 28, 2018, draftproofing can count as one upgrade towards the $750 Bonus Offer regardless of when the work was completed.

Application and Deadline Requirements

Rebates for Energy Advisor Supported Upgrades:

  • The HRR Program must receive the Energy Advisor Supported Upgrades Application Form within 36 months (3 years) of the date of your pre-retrofit EnerGuide evaluation.
  • A post-retrofit EnerGuide evaluation is required. It may take us a minimum of 45 days to process and submit the Energy Advisor Supported Upgrades Application Form after the post-retrofit evaluation. It is your responsibility to ensure that your post-retrofit evaluation is scheduled to allow sufficient time to submit the Energy Advisor Supported Upgrades Application Form within 36 months of your pre-retrofit evaluation.
  • The Energy Advisor will complete the Energy Advisor Supported Upgrades Application Form at the time of the post-retrofit evaluation.

BC Hydro Power Smart Express

All BC Hydro commercial business customers can access incentives covering up to 75% of the cost of your energy efficiency project, including lighting, HVAC, and commercial kitchen equipment upgrades.

This program replaces the former Product Incentive Program and the Power Smart Partner Express Program.

Regional District of Nanaimo Home Energy Assessment Rebate

The RDN offers a $60 rebate for a pre-retrofit home energy assessment, and $10 per EnerGuide point improvement to a maximum of $200 for post-retrofit assessments. Complete list of requirements and applicatioon procedure available on the RDN website.

Regional District of Nanaimo Graded Site-cut Timber Incentive

Home owners can access a rebate of up to $250 when using graded site-cut timber for structural use in renovations and new construction requiring a building permit.

BC Hydro PowerSmart Energy Saving Kit Bulk Distribution Program

Each energy saving kit contains compact fluorescent light bulbs, weather stripping, window insulator film, electrical outlet and switch sealers, fridge and freezer thermometers, a low-flow showerhead, tap aerators, and an energy–saving nightlight.

  • Environmentally-friendly products and services recommended as a result of a home energy audit
  • Products and services that qualify for a government grant as outlined by the Office of Energy Efficiency
  • ENERGY STAR qualified products, which could save you hundreds of dollars in energy costs over time
  • Hybrid cars

Application procedure

A home energy audit is a report generated by a licensed professional who is specially trained to examine your home's major heating and cooling systems. They will make recommendations to help you improve your home's energy efficiency and lower your energy costs. You can then decide what you want to do and how much you want to spend.

Simply follow these steps to arrange for your home energy audit.

  1. Choose a licensed home auditor through the Natural Resources Canada website at www.oee.nrcan.gc.ca . Obtain quotes from a few auditors and choose one that you feel offers the best overall value.

    Note: To qualify for the $100 rebate, your audit must be completed sometime within the 90 days prior to being approved for your loan or within 90 days after receiving your loan.

  2. Once your audit is complete, obtain a receipt or invoice from the auditor for a refund from RBC

Receiving Your RBC Energy Audit Rebate

  1. Submit your audit receipt or invoice to your branch within 120 days of receiving your RBC Energy Saver Loan.
  2. Your home energy audit rebate will be credited to your RBC account. The amount will be the actual invoiced amount of the home energy audit, up to a maximum amount of $100.

Other Ways to Turn Energy Saving Efforts into Cash

To receive additional government rebates and incentives that you may be entitled to, be sure to follow these steps:

  • Complete some or all of the suggested renovations and improvements within 18 months and have your auditor return to verify the work. Your auditor will submit an application on your behalf to both the federal and provincial governments.
  • Ask your municipal government if similar incentives and rebates are available in your community.
